Structure and Committees

The work of the MPO is guided by two committees, the Transportation Advisory Committee (TAC) and the Technical Coordinating Committee (TCC). This page includes more information about each of the committees, including links to their bylaws, agendas and minutes, and membership lists.

The structure of the MPO is formalized in a Memorandum of Understanding, which is signed by each of the MPO's 18 member governments, the North Carolina Department of Transportation, and Land-of-Sky Regional Council, which serves as the Lead Planning Agency for the MPO. TRANSPORTATION ADVISORY COMMITTEE

The Transportation Advisory Committee (TAC) is the policy board for the MPO. Its members are elected officials from each of the 18 local governments, and representatives from the NCDOT Board of Transportation. The TAC is responsible for final approval of the Long Range Transportation Plan, the Metropolitan Transportation Improvement Program, the Priority Needs List, and the Unified Planning Work Program. The TAC also serves as a forum for public input.

TECHNICAL COORDINATING COMMITTEE

The members of the Technical Coordinating Committee (TCC) are staff representatives
from the 18 local governments, staff from the North Carolina Department of Transportation, and representatives of other local transportation and planning agencies. The TCC does not take final action. The committee makes recommendations to the TAC.

Complete Streets Subcommittee

Complete Streets Subcommittee makes recommendations to TCC and TAC on matters related to regional Complete Streets policies and other bicycle and pedestrian issues.

Modeling and Data Subcommittee

Modeling and Data Subcommittee makes recommendations to TCC and TAC regarding the socio-economic data, population projections, travel surveys and Travel Demand Model updates.
